meSkipper

Terms of use

In short: the site is a practice tool made with my best effort, it is not an official document, and you use it at your own risk. The details are below.

This is an English translation of the Hebrew terms of use; if the two versions differ, the Hebrew version prevails.

1. Who runs the site

meSkipper is run by Vadim Smel as a private individual. There is no company behind the site, and it is not an official body and is not affiliated with the Ministry of Transport, the Administration of Shipping and Ports, any sailing school or any examining body. To get in touch: the contact page.

2. What the site provides

The site is an aid for studying and practising for boating licence exams: a question bank, an exam simulator, focused practice, analysis of weak spots and explanations of the answers.

It is not a course, it is not a substitute for practical training, and it does not grant any right, approval or licence. Passing the official exam is decided solely by the examining body, according to the material and procedures it publishes.

3. Where the content comes from

The questions and pictures come from the exam question papers that the Ministry of Transport publishes to the public, and they are shown here as a study tool. All rights in them belong to their owners, and showing them here makes no claim to own them.

The division into topics and subtopics, the marking of failing-topic questions and the 1,581 explanations are my own original work, written against the text of the regulations and citing the source each claim is derived from. The explanations and the division may not be copied, scraped or republished without permission.

Come across content you think shouldn’t appear here? Write to me and I’ll deal with it.

4. Best effort, and no responsibility for the outcome

The material was built with care and checked against the official sources, but it was made by one person and may contain mistakes, gaps or wording that is not precise. In addition, question papers and regulations change from time to time, and the material here may not reflect the latest version.

Therefore the content is provided “as is”, without warranty of any kind, express or implied, including as to accuracy, completeness, currency or fitness for a particular purpose. You use the site entirely at your own risk.

In any conflict between content on the site and the regulations, the law or the publications of the examining body, the official text prevails.

5. Limitation of liability

I will not be liable for any direct or indirect damage arising from use of the site or from reliance on its content — including failing an exam, the cost of a resit, lost time, lost data or the service being unavailable. There is no commitment to continuous availability, to keeping data over time, or to the site continuing to exist.

6. Donations

A donation is a one-off payment that helps keep the site running, and in return it opens extended access for the stated period. There is no recurring charge, no renewing subscription and nothing to cancel — at the end of the period the extended access simply ends, and everything else stays open as usual.

Payment is made directly in the payment apps (bit or PayBox, both Israeli), and the site neither sees nor stores any payment details.

If you donated and something didn’t open, or you simply changed your mind — write to me and I’ll give the money back. I don’t feel right taking money from someone who didn’t get what they expected.

7. Privacy

This section also serves as the site’s privacy policy.

No sign-up. You can use everything the site offers without an account and without giving any details. Your history, progress and weak spots are stored locally in your browser.

Phone number. Given only by someone who has donated and wants to unlock access. It is used only for signing in, is stored as a one-way hash and not as plain text, and is not used for mailings, advertising or passing on to third parties.

What is stored on the server for donors. A copy of your exam history, so that it moves between your devices. You can delete it at any time from the history page.

Usage statistics, without cookies. The site has no ads and no tracking cookies. So that I know what really helps people learn and what is worth improving, the site counts usage in aggregate with Umami: which pages are opened, where visitors come from, the type of device, the country and city, and how many exams are started and finished and with what score. Umami does not use cookies, does not collect personal details and does not build a profile that follows you across sites. The answers you selected, your history and your phone number are not sent to it, and a browser that asks not to be tracked (Do Not Track) is not counted at all.

Fonts are served from the site itself, not from Google. The only three service providers that see technical usage data are Netlify (hosting and serving the site), Umami (the statistics above) and SMS4Free (sending the SMS code; an Israeli provider). Beyond them, the information is not passed to anyone.

Want your data deleted? Deleting your history from the history page also deletes the copy on the server, and for anything else you can write to me.

8. Fair use of the site

The site is intended for personal study. It may not be used in a way that harms its availability to others, including automated scraping of the content, getting around limits, or trying to extract the full set of explanations.

9. Changes

The terms and the content may change from time to time, and an updated version will be published on this page with the date of the update. Continuing to use the site after an update constitutes acceptance of the updated wording.

10. Governing law and jurisdiction

These terms are governed by the laws of the State of Israel, and the competent courts in Israel have exclusive jurisdiction over any matter relating to them.
